Impact-versus-frequency matrix with review capacity as an explicit constraint on the recommended tier.
What would be observed
- Whether users adjust cadence after seeing capacity reflected in the output
- Whether the tier names are understood without explanation
What would count as a useful signal
Users reduce monitored page counts rather than increasing alert volume.
